New Zealand now has digital passenger arrival declarations

What’s happened:

New Zealand has implemented digital passenger declarations for all incoming passengers, whether visitors or residents.

A passenger declaration contains the traveller’s personal information and a formal declaration of what they are bringing and anything they need to declare.

Australia is also working on implementing a digital incoming passenger declaration system.

New Zealand has now made this declaration online, which could actually be a hinderance to convenience.

Under the new rule, the earliest that passengers arriving by plane can submit this is no less than 24 hours before arriving in New Zealand border control if there are layovers where you exit the airport or stay the night, or, 24 hours before you depart the foreign country on non-stop long haul flights. Once you pass New Zealand border control, you can no longer change the declaration (you can edit it before then). If you are arriving by sea, the earliest you can submit this is 24 hours before departing the last foreign port.

What this means practically:

If you are flying: if you have a layover in a non-New Zealand airport, you can do this while you are in the airport at your layover destination. If you are flying a long haul flight without a layover or you don’t pass through the foreign passport control, you should do this before leaving the departure country.

For example: If you are flying from Hamburg Germany to Christchurch New Zealand with the following itinerary:

Hamburg, Germany –> Dubai, UAE (10 hour layover) –> Sydney, Australia (2 hour layover) –> Christchurch, New Zealand

The earliest time you can do the digital declaration is 24 hours before you depart Dubai, UAE.

While this might make things easier for border control, this makes things considerably more confusing and complicated for travellers. Instead of filling out a simple paper when you physically arrive (and there is no chance of forgetting it), you now have to calculate when and whether you can yet, fill out this declaration, and you must have internet connection to do to it and a device to do it on. Instead of being able to just do something that takes 2 minutes on the spot, you now have to pre-plan. Having to download yet another dedicated app for a one-off process is annoying to most people. You may or may not even have access to the internet within 24 hours of your arrival in New Zealand.

All people must have a declaration, even babies. This means parents will have to submit one for each child that is travelling with them, as well as for themselves, and keep track of when they can make this declaration. Instead of being one less thing to worry about, it is now more confusing.
